All road users are entitled to comfortable and safe traffic conditions.
Injuries resulting from road accidents are main cause of death and disability worldwide. Every year in road accidents, mostly in countries with low and middle income, almost 1.2 million people die and millions of people are injured or disabled. Injuries resulting from road accidents cause huge social costs for citizens, families and communities or pose a heavy burden on the health protection system and the country’s economy as a whole.
Managing the high-speed modes is a very important tool for ensuring traffic safety. Unfortunately, many drivers consciously ignore the potential risks and often believe that enjoyment of travel at high speed outweighs those negative consequences to which it can lead. Incorrect choice of speed or exceeding of established limits is the most important factor which leads to an increase in injuries on the roads. The higher is the speed, the longer is the braking distance, and, consequently, the higher is the risk of the road accident.
Traffic calming devices are an effective addition to speed limits established by technical means of regulation.
The requirements of this standard are aimed at introducing the comprehensive approach for the creation of a system of safe riding conditions on roads and streets based on speed management.
Traffic calming is aimed not only to force for riding at a low speed, but to ensure the uniformity of traffic flows to improve traffic safety and traffic capacity of the roads and streets.
