SUMMARY FOR 2019
More than 100 normative documents had been developed and implemented (DBN, GBN, DSTU, SOU, etc.), among which the main are: Amendment 1 to DBN for the design and construction of public roads, GBN for the design of non-rigid pavements, DSTU for road marking, SOU regarding planning and designing of bicycle infrastructure and SOU regarding determination of road works pricing.
Participation in the work over draft laws on the introduction of mid-term planning, road traffic safety audit, improvement of pricing system, participation of consultant engineer in the construction projects.
State Target Road Development Program had been updated and the priority road construction projects selected for implementation in 2020-2024 on the basis of the integrated indicator of socio-economic efficiency.
Active work had been started in the framework of State Target Program on improving of traffic safety on the roads. The Institute is working over updating the regulatory base:
- DBN regarding design and construction of streets and roads in settlements
- DSTU regarding lighting
- DSTU regarding technical requirements for road signs
- DSTU regarding retroreflecting road studs.
More than 60 road construction projects were implemented during the design and construction stages. In the framework of maintenance: inspection, photo and video monitoring of the pavement condition was performed; variant calculation of pavement designs; introduction of new materials (including replacement of conventional materials for local and industrial waste) were proposed, and modern efficient construction technologies were recommended; verification of compliance of materials with regulatory and technical requirements (design solutions) was executed by laboratory tests performing; it was determined the structural layers surface modulus of elasticity was carried out, the evenness and roughness of the pavements, the thickness of the arranged layers and comparing it with the design solutions, etc.
Active cooperation with Ukrinfraproject on scientific and technical support of the arrangement of the at grade roundabouts was carried out.
More than 50 transport facilities, including bridges with filling of the Analytical Expert Bridge Management System (AESUM), have been inspected and certified.
Section 5 "Designing" that was created on the basis of the institute considered more than 1000 variants of pavement designs for 211 road construction objects, variants of repairs for more than 130 bridges, which in general helped to improve the quality of design solutions.
A number of important documents have been developed within the working groups, which include experienced industry experts:
• - methodological recommendations on preparation of tender documentation for all types of road works;
• - methodology for determination of road works costs;
• - standard contracts for all types of road works.
The work of the Certification body had been reloaded and an Applicant electronic office for products certification created.
Nine scientific and practical events were held including two conferences on modern materials and technologies within the frameworks of "HEAVY DUTY" and "Avtodorexpo-2019" exhibitions, seminars on pricing in Lviv and Ternopil, seminars on financial planning in Kyiv, regarding designing issues in Zaporizhzhia, on public procurement in Chernihiv, on the issues of bridges in Odesa, on roads maintenance in winter and on traffic safety in Ivano-Frankivsk.
The research project within the framework of the European Commission Program "HORIZON 2020" - SENSKIN (Monitoring Infrastructure Based on Sensitive Skin Technologies) was successfully completed.
Specialists of our Institute presented the results of their research at the following international events: II International Seminar on Environment and Geological Sciences (IWEG 2019) in Hangzhou (China), 10-th Conference of the Association of Bridge Engineers in New York, International Exhibition "Construction in Turkmenistan 2019" in Ashgabat, XXVI World Road Congress (WRC 2019) in Abu Dhabi (UAE), 3rd TISDIC 2019 International Conference on Transport Infrastructure in Danang (Vietnam).
We got the right for holding the meeting of FEHRL Road Research Coordinators in 2020 in our Institute.
Specialists of the Institute participated in an internship on the design of asphalt concrete on the SUPERPAVE system at the Institut für Baustoff-Qualitätssicherung GmbH (Remseck am Neckar, Germany).
The management of the Institute had been updated: two Deputy Directors were appointed who have powerful background in Ukravtodor and in the National Transport University and coordinate the work of all scientific departments today.
Our institute successfully passed the certification as a research institution under the new rules of the Ministry of Education and Science of Ukraine and was entered in the register of scientific institutions eligible for support by the Government.
According to the results of the financial and economic activity of “DerzhdorNDI” SE in 2019, the financial plan indicators have been significantly exceeded while demonstrating the positive dynamics of such indicators as the scope of performed works, net income, and average monthly wage and so on.
According to the criteria for determining the efficiency of management of state-owned objects, determined by the Methodology of the Ministry of Economy, the highest points were achieved.
Basic assets, including the purchase of modern laboratory equipment, office equipment and laboratory devices (ductilometer, hydraulic press, digital penetrometer, sclerometer, ultrasonic thickness gauge, thermal imager, muffle furnace, strength meter, quadrocopter and many others) were updated.
The premises and equipment in the laboratory of bitumen binders were renovated and repaired.
The specialist of the institute received the status of forensic expert certified by CECC of the Ministry of Justice of Ukraine on the issues of forensic road construction and technical expertise and road technical expertise.
Documents have been submitted to the National Accreditation Agency of Ukraine for the creation of a powerful center for training and certification of road industry professionals.
Concerning the collection of scientific works “Dorogi I mosti” (Roads and Bridges) published by the Institute: a separate site was created, the collection was included in the category "B" of scientific publications of Ukraine, the editorial staff was updated with the involvement of the world’s leading scientists, the 19-20 issue was issued, the DOI identifier was obtained.
Picketage service on highways has been launched on kmplus.org.ua.
With their own efforts, the institute staff began to make professional videos to promote the work of the Institute, and in the future - to make videos to promote the profession of road worker and create a YouTube channel.
Of course, it the list all our achievements and accomplishments in 2019 could be continued, but the main thing is that our team is doing everything to ensure that “DerzhdorNDI” SE , as a flagship of road science, would become a real driver of changes in the road industry.
