WORKING GROUP FOR IMPROVING OF TENDER LEGISLATION
“Changes in road works procurement process and introduction of medium-term planning” working group meeting had been held in the auditorium of our Institute on November 11, 2019.
The expert environment had outlined a number of priority tasks that are planning to solve:
• - development of Guidelines for the preparation of tender documentation for the procurement of works for design, construction and services for current repairing and maintenance of public roads, where will establish clear and unified qualification requirements for tender participants (approaches to the number of equipment, employees, work experience);
• developing proposals for public procurement legislation regarding establishing of effective procedures of procurement for specific works and services (design, technical supervision, engineering consultancy, road safety audit);
• - development of a Standard contract for construction, current repairing and maintenance of public roads;
• - forming of a package of regulations by-laws for introduction of mid-term planning in the case of adopting of draft laws 1041 and 1064.
