The network is beginning to actively spread fake about granting by our Institute "permission" to replace materials on the object of capital repair M-03 Kyiv - Kharkiv - Dovzhanskyi. This disinformation was first spread on the HUBs portal, and then, without checking the information, it was picked up by "NASHI GROSHI" edition. The so-called "sensation" was accompanied by flashy headlines:
"DerzhdorNDI allowed Onur to replace crushed stone without any expertise".
"DerzhdorNDI allowed ONUR to replace construction materials during the reconstruction of the road without testing".
"Manipulations with crushed stone: for major repairs of the international road M-03 can save at the expense of quality. Technical supervision is silent".
In order to prevent the mass spread of the so-called "sensation", we provide the following official clarifications.
M.P. Shulgin State Road Research Institute State Enterprise has no authority to issue any permits to road construction participants.
Our Institute is the main research organization of the road industry and the basic organization for scientific and technical activities in the field of road facilities. One of our main tasks is to provide clarifications on disputable issues that arise during road works and are not regulated by the current regulatory documents. Also, we have the Main Testing Center accredited by the National Accreditation Agency of Ukraine (NAAU) to determine the compliance of technical characteristics of road-building materials with the requirements of regulatory documents through laboratory testing.
Responsibility for the development, coordination, approval and modification of design solutions lies solely with the design organization together with the Customer.
"DerzhdorNDI" SE is not a design organization, it has neither a project of this section nor other related documents (in particular - design specification), and is not involved in any way in the coordination or approval of this project, as stated in our official letter of 28.08.2020 to Hubs Ukraine Ltd. № 19.2-10-1939.
Why then such an authoritative publication allows itself such manipulations in the title of the article? Where is your journalistic ethics?
After all, the situation was actually quite simple.
The contractor responsible for repairing this section of the road appealed to the "DerzhdorNDI" SE for clarification - is it possible to apply a crushed stone and sand mixture using local materials (waste generated during the production process at mining and processing plants)? We gave a clear answer to this - any road construction material can be used only if its technical characteristics comply with applicable regulations. In this case it is DSTU B V.2.7-30: 2013, DSTU-N B V.2.3-39: 2016 and SOU 45.2-00018112-061: 2011.
It was interesting to know where in these statements the editorial saw "granted permission"?
Laboratory testing of these local materials by our Institute was not carried out, because we did not receive any corresponding requests from the Contractor, the Customer or the Consulting Engineer.
Therefore, we ask all media representatives to study the information in detail and professionally before distributing it, since distribution of unverified materials first of all damages the reputation of the publication itself and the participants who are covered by it. Our Institute has an active information policy and is always ready for joint work, explanations, interviews or other options for cooperation.
It is enough to manipulate and find sensations, let's all work together for the development of our state!
